Are my tortoise eggs going to hatch?

My female Russian tortoise laid two eggs. There's a male with her. I put them in a hovabator incubator at 89 degrees. I don't have a humidity gauge, but I put water on the bottom tray. If they are fertilized, will they still hatch? Is humidity important even though the eggs are hard? Should the eggs be hard? Thanks!
