snow leopard tortoises are a few thousand dollars, probably out of your price range. there is no minimum age to buy a tortoise. if you live in vermont, you dont need a leopard tortoise since they are the fourth biggest tortoise in the world and MUST live outside but vermont is much too cold for them. try a russian tortoise that can live indoors
