Russian Tortoise Tank/Cage ?!!?

Im not going to get one until i read up about them but Im just wondering for a Russian Tortoise where can it live ? I know they can get big I live in Canada so there is snow and rain and sun shine alot most of the time. But where can I keep it does it have to be inside or out and in what a tank or do you have to build one and what things does that need ??? How much can these things cost thanks !
