Russian Tortoise Keeps Scratching Back of Head?

We got him about a week ago and had a scab on the back of his neck but it looks like it's healing okay and he is now eating and drinkin normally along with okay poop, but we've noticed he will quickly move his head back and forth and try to reach behind his neck, you can tell something is bugging him can anyone tell me if this normal behavior? It's a quick head movement
